The CER Directive (Critical Entities Resilience Directive) is a European Union regulation that entered into force on 16 January 2023. Its purpose is to strengthen the resilience of critical entities and infrastructure across the EU.

The directive covers 11 sectors:

- Financial market infrastructure
- Health
- Drinking water

- Digital infrastructure

- National strategy – Member states must develop a national strategy.
- Risk assessment – Regular risk assessments required.
- Identification of critical entities
- Resilience requirements
- Incident notifications – Within 24 hours of detection.
- Supervision and reporting
